What is the purpose of an air conditioning fan?

the aircondition fan is located in the outside unit of a central AC unit. It sucks outside cool air thru the fins and tubing that contains heat from air collected from inside the house thru the A-coil that's sitting on top of your heating unit. The inside fan in the heating unit blows air thru the cold air moving thru the fins and tubing in your A-coil and blows that air into your house. If you hold your hand above the outside unit while the fan is running you can feel the hot air that's coming from inside, this is how the heat is removed.

What happens to the temperature of a room in which an air conditioner is left running on a table in the middle of the room?

Temperature of a room will goes up.Consider a room as a closed system. The only energy entering or leaving the room is from the AC unit. The AC unit cools some of the air inside the room by pumping refrigerant/coolant and heating up other air of the room (typically that exhaust air would be sent outside). Heat exhausted from the AC pumps increases the temperature of the room.

When the air conditioner is on why is it so warm upstairs?

Heat rises, if you have a single unit serving the whole house there may be some air balancing needed to get more air upstairs. Is there a return grille upstairs? If not adding one will help. I am assuming you ac unit is maintained and operating properly and there are no issues with it.

Do AC units have a breaker inside the unit?

No

Ac fan on the inside is not running but outside unit fan is on?

The inside fan blows air through the ac coils to cool the air. It should be on a separate breaker or fuse circuit from the outside unit. See if there is a fuse box on the side of the inside unit and check the breakers in the house main breaker box. Also stand quietly beside the inside unit and listen for the fan motor running. If the motor is heard running then either the fan drive belt has broken, or the ac coils are clogged preventing air from flowing.

What causes the outdoor AC unit to cycle on and off when the sun is shining right on it?

The thermostat(s) in your house cause (control) the unit you are referring to. It is actually called the condensor and is the part that expels the heat from inside your house to the outside.

What does it mean when water is dripping from the ac unit in the house How do you stop your central AC from dripping water in the return air vent?

Water will condense in the inside unit of the air conditioner. This is because the coils in the unit get cold (ad expected) and moisture in the air condenses on them like moisture on a cold glass. There should be a drain inside the unit to drain this water. Check that it isn't clogged.
