the compressor is not running. Check your breakers.
It is broken. AC's usually blow cold air.
It could be that the unit is overcharged and the compressor is shutting down on overload. Check to see if the compressor is running when the hot air starts blowing.

There should be at least a 12 degree split between the incomming air and the air comming out of the vents.

No the out side fan is for venting heat away fromt he unit.
This can be the same for vehicles and home a/c systems, and it means that the drain is clear and free of any debris........ Its normal for this to work this way...
turn your heater on in the car to "catch up to the heat". It will eventually lower the temp in cars sounds crazy but it works.
You may need to have your AC charged
