Quite possibly, that is your dog's mature skin color. Dogs, just like people, have varying skin colorations. If you think there is something wrong with the dog, however, by all means, take it to a vet and have it checked out.

The Bichon Frise is a white dog. Black Bichon's do not exist!
no No. They can only be white.

A "Westie-Bichon" is a mixed breed dog because those are two completely different breeds. But since both those breeds are all white then a mix of the two should also be all white. If the dog is black then it is NOT a mix of Westie and Bichon ...morelikely has Scottish Terrier in the mix rather than Wesite.(Scottish Terriers are black.)
The Bichon Frise is also known as the Bichon à poil frisé and the Bichon Tenerife. It is often nicknamed the Bichon for short.
I have a Bichon Frise and she has sensitive skin and can get a little itchy, but since I've been using oatmeal shampoo and conditioner her skin is great and her fur is healthy.
That is the correct spelling of the proper noun Bichon, a dog breed (Bichon Frisé).
if its shedding...thats fine.. but its skin is probibly irritated, that would mostlikely be why its moulting
