All internal combustion engines generate heat when they run. If your automobile is not generating heat when it is idling, there are several reasons.
1. The coolant level is too low.
2. The thermostat is not opening
3. The water pump is not moving enough coolant and it could be bad.
It is normal for the temperature gauge to fluctuate 20 to 50 degrees when a motor is runnning at higher speeds than when idling

It has a lot to do with the fact that the heat provided when you turn the heater on comes from the engine. the faster your engine is reving the more heat you'll get. Next time try putting the car in neutral and revving the engine. that should get you some more heat.
