My dog was doing the same thing so I looked it up online and found out that at the base of the tail are little sacks. These sacks sometimes get fluid in them and this bothers the dog. They will often lick under their tails to get the fluid out and then throw up a clear foamy fluid, but if they can't get it they drag their bottoms on the floor to stop it from bothering them. According to the vet site the only way to get true help for your dog is to take it to the vet where he/she will squeeze the fluid out ( I guess it is pretty stinky).
