Either you are low on fuel or the sending unit in the fuel tank is faulty.

The fuel sending unit sends a signal to the fuel gauge showing the amount of fuel in the tank. when the fuel gets to a certain point, the sender turns the low fuel light on.
The red light under the fuel gauge on a 2001 Subaru Forester typically indicates a malfunction with the fuel gauge or the fuel system, such as a problem with the fuel level sensor. It may also signal an issue with the fuel pump or related electronics. If it remains illuminated consistently, it is advisable to have the vehicle inspected by a qualified mechanic to diagnose and resolve the underlying issue.

A torch produces light through a chemical reaction between the fuel source (such as propane, kerosene, or butane) and oxygen. When the fuel is ignited, it reacts with oxygen to produce heat and light. The light is the result of incandescence, where the high temperature of the reaction causes the fuel to glow and emit light.
If there a light on the instrument panel that says fuel cutoff relay that's on, then behind the passenger kick panel is a relay with a red button, push it and if it clicks and the fuel cutoff relay light goes off and you have fuel pressure you should be alright. If the relay doesnt click and the fuel cutoff relay light stays on then you probably have a bad relay. If the light goes out and you don't have any or enough fuel pressure then you need a new fuel pump or fuel filter and or both. also if you don't have enough fuel pressure you could have a bad fuel pressure regulator which is on the back of the engine. If you get the light to go off and it runs good then you have solved the problem. If the light goes out and it starts but does not run very well you should check the fuel pressure. Hope this helps.
