I am not very sure but my guess is Yes. But I do know if it is floating upside down it is very dead. Hope the Goldfish does not die
Because your goldfish is dead.

he is probably sleeping
It is either well trained or dead.
Stop doing a handstand. If your goldfish is floating, it will float to the top, not the bottom, therefore, you must be upside down!
Goldfish jump out of the water for a variety of different reasons. Some gold fish need more oxygen than what is in their water for example.
If you just got the goldfish, give it some time to adapt and leave some of its food floating, it'll come when it thinks its right.
A goldfish is dead when you touch it and it doesn't react. You can also know if it is floating lifelessly on the surface of the water, or in some cases (like mine), lying on the bottom of the tank lifelessly.
Your fish has a swim bladder problem. There is no known effective cure. The fish will die eventually. I would advise 'euthanasia'.
That usually means your goldfish will be floating belly up in a few days. Once you see lesions, the ich (see link) has all but taken over the fish's body. You might want to treat the water with bromothymol blue (pet store will have it) if you have other fish in the same tank.
Goldfish are moderately inactive fish. They will spend much of their time just floating or sitting at the bottom.
