Well it depends on different situations. If you know that your iPod got wet or something like that, it just takes time for the system to reset itself. If its a software problem, then wait for an update, but that usually isn't the case...
And if its a hardware glitch/manufacturing problem, report the problem to apple and take it in for repair/replacement.
Most of the time, its usually a dirt or drop damage problem which can be fixed 99% of the time by restoring the ipod. So don't forget to sync it stuff.
try restoring your iPhone and if that doesn't work, try taking it to the apple store to get it fixed/

you problly have to start the i pod touch again and leave it for 10 sec then restart it again if it doesnt work than go to the store you got it from.

It depends on why it's not working. If the iPod just randomly died and won't turn on, the best thing to do is to hold the home and on/off button at the same time untill it switches on.
Did your home button got broken? I would suggest jailbreaking your iPod (assuming its still kind of working if you fiddle with it) and than install "activator" then you will be able to control your iPod without touching the Home button or Sleep button.
