Why is your left turn signal so slow if it work at all on your 1991 Cadillac DeVille also when the head lights are on the signal light is on in the dash?

First make sure front and rear lights are operating 100 %. If the answer is yes, and possibly L and R are both slow, I'd say a low voltage problem , or an excessive amount of accessories are on, such as heater, rear defogger etc.
