After you cut a tulip flower off of the plant, the leaves start to send nutrients back to the bulb to store for next year's flower. If you cut the leaves off along with the flower, your tulips will continually grow smaller each year. If you leave the stem and let it go to seed, they will also grow smaller next year.
You should cut the flower stalk but leave the leaves so the iris will rebloom next year.

The actual daffodil flower grows out of the bulb on its own stalk. There are no leaves attached to this stalk. The daffodil bulb can put up a variable number of leaves each year. The number depends on the size of the bulb. The larger the bulb, the more leaves it needs to produce food to support the tissue and to store away for next year's growth.
