Well the Periodic Table is not an Alphabet chart that needs to inculde all the letters. Elements in the Periodic table get their names from Greek language and so do their symbols and IUPAC is incharge of that.
That is because in ENGLISH it is in NO name of the elements.
In Dutch language the word for iodine is called 'JODIUM', so there it is in the periodic table, though its symbol remains (internationally) 53I.
And how about letter 'Q', because Quicksilver (Mercury) is not a name in the periodic table and the other 'Q' in Unq (104) is more known as rutherfordium, 104Rf.
Because the periodic table is used around the world, and some languages do not recognize "j", it is not included.
There are other letters apart from j which does not appear. For example-the symbol E is not present in periodic table
