This requires a person to know the mind of the President. We know that he was factually incorrect, but in order to "lie", the person lying needs to know that the information was factually incorrect at the time he makes it. I personally believe that the President wanted a reason to invade Iraq so badly (to make up for his father's "mistake" of not overthrowing Saddam Hussein), that he did not question the faulty evidence provided him and wanted to believe it. As a result, I believe that Bush actually believed his incorrect statement to be true, which means that he was not lying.
