There are a lot of ways helium can be created by fusion, but the one most often used to explain fusion is the combination of deuterium (hydrogen with one neutron) and tritium (hydrogen with two neutrons). But not all Special Summons are Fusion Summons, even if they do so happen to summon a Fusion Monster. For example, Cyber Stein Special Summons a fusion monster, it does not Fusion Summon it.
