Effort Values are stat increases that your Pokemon get for defeating certain Pokemon.
Like a sentret that beats a ratatta gets 1 Speed EV. And thus, when the sentret levels you would see the speed stat go up a lot more. However, each stat has a max of EVs it can take.
(A real world reference is a boxer who weight trains. He trains a lot, hence it shows in his muscles.)
Your Typhlosion probably has the HP EVs maxed. Meaning it can't use HP UP - as vitamins are used to give Pokemon EVs.
Pokemon to higher level or HP box full

Melanocytes have absolutely nothing to do with your lungs. Melanocytes determine skin pigmentation. If they stop working your skin essentially gets lighter or white in the areas where the cells die or stop working.
I had a VW Jetta that had a problem with overheating. It ended up being the thermostat had gone bad so the fan never "kicked on." A car can over heat if there isnt enough antifreeze in the radiator or a bad thermostat or if your fan isnt working properly or is bad
No.
HP photosmart printer can be identified by plugging the USB to the computer. Do make sure that the printer has the right driver and computer is up to date for plug and play options. Try check if the driver is working properly before returning the printer and say that it is not working.
An HP UP increases the maximum number of HP (hitpoints) a Pokemon has. This allows it to absorb more damage from attacks before it faints.
