There are different reasons.
One might be that whoever made Spirited Away did not have enough money. I think it's Hayao Miasaki.
And yes, I'm aware that there are other later-made movies from him by the producers in Studio Gibli.
So really, I can't answer this, but it's not that hard to figure out. Just don't let this frustrate you out of your mind 'cause i really do think there should be another movie.
I think another reason may be that it just never was made to be continued, if you think about it, the ending is pretty much done.

There is not going to be a Spirited Away 2 Hayao Miyazaki is not one to make sequels. Haven't you ever watched Castle in the Sky, Ponyo on the Cliff by the Sea, or any of his other films?
