It's important to properly cite sources in a research paper as it is in any other part that one may write. When the author uses the words of another author, whether it is a direct quote or a paraphrase, it is ethically wrong to represent those words as one's own. When you don't give proper credit to the author whose work used, this brings dishonesty upon yourself. The whole point to a research paper is to prove that one can come up with ones won idea and a subject and to be able to logically argue or represent the subject and to prove he or she understands it. If everyone was to use another authors work and represent it as their own then no one would need to think for themselves as they would just repeat what someone else said.

References provide evidence in a form that can be checked (verified) and studied further.

If you simply say Weinstein says ... this is completely useless even if the reader knows which Weinstein you are talking about. However, if you say Weinstein (1999, p. 54) writes... then any reader can find your evidence, check whether you've understood it, and so forth. Obviously, your bibliography needs to provide a key to the title, etc of Weinstein 1999.

Well if you mean citing references, why wouldn't they matter. They show that you haven't just invented centuries of experiments etc (in science anyway) by making uncited statements as opposed to asserting facts. Without referencing an idea or work that you want to build on, it would be very hard for a future reader to determine which breakthroughs you made or the person who's work you've used has made.

If I read a statement from one of the 2nd year undergrads for instance and it was not cited, that would lead me to think that they could have made it up, guessed it, or maybe gotten it from an disreputable site or paper. I couldn't know unless I had the source.

If you meant work references, why would anyone hire someone without knowing if they're telling the truth in an application for instance. Both the information and what they could tell of you in an interview may be shaped by you. Legit references cannot.
