There has to be a means to address the needs of the citizens. When the constitution was written in 1789 many of the things we have today didn't exist, so laws have to be made for the protection of people and to be able to do that makes democracy work. Otherwise it would be chaos because no one would know the rules.

During the Constitutional Convention, the Virginia Plan was proposed by the states having larger populations, suggested a lawmaking body to be called the Congress. This congress was to bebicameral (having two houses). The first house would be elected by the people of the United States, the second was to be chosen by the first.
Of course, this will vary by person, but my view is that the central idea of American democracy is the view that although the will of the majority must be pursued, it cannot violate the needs and rights of the minority.
