It's a matter of shadows. In a solar eclipse, the shadow of the Moon falls on the Earth, which can only happen when the Moon is between the Earth and the Sun; at the NEW moon.

A lunar eclipse occurs when the shadow of the Earth falls on the Moon, when the Earth is between the Sun and the Moon - a full moon.

Since the Earth is much bigger than the Moon, the Earth's shadow is also larger; this is why the Moon normally becomes completely shadowed during a lunar eclipse. The Moon's shadow on the Earth is much smaller, so only a small area of the Earth is in the shadow.
