First you need to know what the organization is expecting to accomplish and then the part of that that the individual manager will be responsible for and how much empowerment that manager has available to meet those expectations. It is also good to understand what the manager current thinks is expected of him. Empowerment is a key concept here. The company must decide (and communicate) what the manager will be allowed to do and what will require additional approval. Can he spend 10% of his budget without prior approval? Can he hire or fire his staff members? Performance expectations must be matched against the degree the manager is empowered to act. Measurement is another key concept. How will the manager be measured?
