The only reason it's not legalized is because 1) the government can't put a tax on it 2) It can be grown anywhere thus creating weed plants that the gov't couldn't stop because of private property

The US government tried to ban alcohol, but too many people were willing to break the law. Since marijuana is already illegal and most people still accept that law it would be unwise and unpopular to change it.
Some bad things are accepted because most people allow them. Marijuana isn't accepted by most people (some local areas buck this overall trend).
