Two plans emerged during the Truman administration in attempt to stop the spread of Communism. The Truman Doctrine was a request to Congress to assist Greece and Turkey with aid such as food and weapons in their quest to stop Communism in those countries. $400 millions dollars went to Greece and $100 million went to Turkey. As a result, they both joined NATO in 1952. The other plan to come out of that era was the Marshall plan, or the European Recovery Program. Named after the Secretary of State George Marshall, this program was an incentive to all European nations rebuilding after World War II not to turn to Communism. Billions of dollars were spent to redevelop the infrastructures of those European nations. This plan went into effect in 1947 and lasted to 1951.
The same reason Fascist groups increased in membership in the 1930's, the Great Depression. Some saw the free market as a failed system, and reached out for a type of economic for a "new" beginning. the largest rise was in Fascist ideology, Germany, Italy, Japan, and Spain, all chose dictatorial, expansionist leaders, believing only the theft and enslavement of "weaker, inferior" countries could improve living conditions in their own. Communist Josef Stalin joined Hitler of Germany for a time, before Germany invaded the USSR; at that point, Stalin joined the Allied forces, America, Britain, Free France. Though there was an actual threat to the US from fascist sympathizers, Communism during the Great Depression did not increase beyond a few 'roundtables' of intellectuals, far removed from power. Never a threat, the nation united against the Japanese fascist attack on Pearl harbor, in 1941, when Hitler declared war on the US.

In 1914, Hoover directed The American War Relief In Belgium. Organizing returned American veterans, His volunteers handed out aid in various forms. After German invasion of Belgium, Hoover joined forces with a Belgian relief agency and fed the country for the balance of the war. In addition to other massive European aid efforts, Hoover was lauded by Woodrow Wilson, Hoover was made head of the Food Administration in 1917.
