If the air conditioner is moving heat from one part of a room to a different part of the room, that is not going to make the room any cooler (actually it will make the room hotter, since there is a certain amount of waste heat created by the process). The run inside the structure can only be as short as possible, then it must land in a panel. If it is too long, you will need a disconnect either outside where it penetrates the building, or very near where it enters the building. So how short is "as short as possible"? That is up to the authority having jurisdiction. Most standard cities say a maximum of 10'. BUT THAT IS NOT A CODE--the code is that the disconnect (panel or unfused disconnect box) must be as close as possible to where the wire enters the building. You can run as much wire as you need on the outside of the building. Hell, you could even wrap it around the OUTSIDE of the building 20 times! You must ask your inspector. The code is there for the fire department. If the outside meter is on fire and they must spray water on the house, they expect to see a panel or disconnect directly behind it, in the structure. They hate spraying water on live wires. They shouldn't have to play hide and seek with sloppy wiring when seconds count.
