1) Nations - France, Germany, United States, Cherokee
2) National Government (only exists in subservient states) - European Union, United States
3) States - Oklahoma, New York / former Nations of the EU.
In the 1920's Native Americans were forced from class 1 Nations into class 3 Subservient States.
