Articulated buses are what is commonly called double-decker buses in London. These buses have two levels. a lower one and an upper deck. This allows them to carry more people and the tourists to have a great vantage point when seeing the sites when visiting this area. They are also called long buses in Israel.
Standing IS allowed on the lower deck but not on the upper deck. The reason for this is that standing on the upper deck could make the vehicle unstable and liable to tip over.

It would raise the center of gravity and make the bus less stable.
