It is generally for health reasons. Many cannot take care of themselves nor maintain a house on their own. It used to be that families would take care of them, but that doesn't happen as much anymore.

People go to retirement homes, mostly, because they are no longer able to care for themselves the way they once used to. Perhaps they are no longer able to, or comfortable with, cooking their own meals. Perhaps they are becoming forgetful enough that they need help remembering to take necessary medications. They no longer wish to mow the lawn, shovel snow, tend the flower garden. As you reach the "golden years" your body begins to remind you that you are no longer young. Getting around becomes much harder. Getting up. Getting down.
Probably a bit of both depending on the laws of any state of any country. It also depends on the person's adult kids if they were married and were forcing their old parents to move to a retirement home. Now that's another factor.

you don't have to be a certain age, it is for people of any age to show their talent. so no there is no certain age.
Ideally they should be with their litter mates and mother until they are at least 8 weeks old. They should be weaned from their mothers before they are adopted out, and handled and loved by people--and ideally raised in a kitchen (not puppy-mill style).
