Because they'll be joined with a connector of some sort (I work in automotive, so it's usually butt connectors). Inside that connector will be metal which will help transfer electrical energy from one wire end to the wire end of the one it's being connected to... plastic is an insulator, and if it's left there, it'll inhibit the flow of electricity.
