chloroplasts contain chlorophyll which help to make the food for the plant (glucose). An onion is a bulb, it is food storage for the actual onion plant, it doesn't make its own food so doesn't need chloroplasts

  • Most onions parts that we eat grow below ground and have no need for active chloroplasts as there is no light there. The germ tissue at the center of an onion certainly does though as when it is ready to sprout this tissue sends out green shoots with plenty of chloroplasts.
