This is because being dead is defined as stoppage in the functioning of brain and it is not having any relation with the functioning of heart. If the heart stops beating then there is no supply of oxygen rich blood to the brain and hence the brain dies and henceforth the person is declared dead.
When the brain stops functioning, vital bodily functions controlled by the brain cease, leading to irreversible damage. The brain requires a constant supply of oxygen and nutrients, which are delivered through blood flow controlled by the heart. Despite the heart continuing to beat, without brain function, the body cannot sustain life.
A person is declared dead when there is no BRAIN activity. A doctor could pronounce someone is dead, but their heart is still beating.

People are declared brain dead when they have no detectable higher brain functions. That would, by definition, preclude living a normal life.
This is because medical advances have allowed physicians to keep a heart beating regardless of the status of the patient - we can literally hook a cadaver up to a machine and keep the heart going. However, this doesn't mean the cadaver is alive, just that medical technology can substitute for biological function in some cases. Due to this, medical personnel will declare a person "brain dead" when there is no longer a base level of detectable brain activity. Once the brain cycles down to a certain level of activity, the person is no longer capable of coming out of a come or surviving on their own. This can be a difficult medical decision to make, and a family may have to make the extremely painful decision to pull life support when this situation arises.

As soon as the heart stops it's game over for your brain. You have less than a minute till the brain will shut down due to the lack of oxygen. Similarly you can be declared brain dead but still have your heart beating. Like I said, as soon as you 'flatline' it's essentially game over. Obviously attempts of revival can succeed in cases but you only have a short window after the 'time of death' i.e the 'flatline' to do so. There was one case (off the top of my head) where someone went around 3 hours I think it was before they were able to restart her heart. That was only due to the conditions in which the body was preserved in the accident (she was skiing and the body was cooled and slowed down enough in the ice for her to be able to have the brilliant medical staff bring her back hours later).
Obviously, it controls the whole body. If any living organism (not sure about microorganisms!) doesn't have a brain they will be nothing aka they will be 'not alive.' What will make the heart keep beating or the liver functioning? So, in other words, ofcourse it is the most important...

It controls all your body functions including breathing, movement, awareness, cognitive abilities, heart function, nerve and muscle function etc. The only way a heart still beats after brain death is more than likely due to being assisted by medicine: respiratory support. If you take this away the patients brain causes breathing to cease and the heart to stop beating. This is called clinical death. Both Brain Death & Clinical Death are the same except for the fact that doctors usually put such patients on life support until family has made the decision to remove said support. There are also times that brain death has occurred but physicians will keep patients on life support if they are organ donors and they must have their organs harvested. After this the physicians will remove said life support and the patient will be pronounced dead.
