In evolution a successful trait mutates into a human. if that trait is helpful for the being then it will usually mate alot and will pass the trait on to its offspring. If a human was ever born with tusks or the ability to grow tusks, the person was probably unsuccessful in life and didn't have any offspring.

People hunt walruses for their fat, their tusks and their skin. Their tusks espically. Things can be carved out of walrus tusks.
Yes it is the reason why most of them are killed, not only that but they may also die because of loss of food or by health reasons. The most important reason is because their tusks get chopped off and an extremely big amount of blood pours out until they die or it stops by a blood clot.
