Oxygen can just diffuse directly into the unicellular organism. The same diffusion occurs in a multicellular organism, but the respiratory system has to get the oxygen close to the target cells in order for the oxygen to diffuse. But if there's only one cell to supply oxygen to, no respiratory system is needed.

Hydras can obtain oxygen just with diffusion from the water through the skin. The larger an organism is, the more difficult it would be for diffusion to supply oxygen alone because of the amount of cells from the skin to the center. Hydras are small enough that oxygen can reach every part of the organism effectively. And because it lives in an aquatic environment, the water provides the "wetness" needed for gas exchange.

Plants need an excretory system only that it is not as complex as the one in animals. The form of excretion that plants use is known as transpiration which is facilitated by the leaves.
