Because only a very few seeds will find a good germination ground under normal conditions, so the strategy for plants, as for other R selected organisms, is to cast many lower quality seeds into the environment and improve the chances that some will survive and reproduce.

Also to ensure their survival against several predators and hostile environmental conditions so that those seed bearing plants can survive and transmigrate.
