Cartoon Answer: As friends, yes. Robin and Raven have a very sibling-like bond. However, the thoughts of them being in love with each other are very imaginative and unlikely, indeed. Raven is a very private person who doesn't enjoy socialising, big crowds, or fun in general. She's very sensible and reliable, but she is not emotional (she keeps her emotions at bay). It would be hard for her, if not impossible, to be in love. She has a soft spot for Beastboy, however, whom she seems to have shared many adventures with. Beastboy seems particularly fond of Raven. Robin and Raven shared a hug at the end of the Raven arc, which sparked a lot of commotion from the RobXRae shippers who claimed that Robin and Raven were evidently in love. Robin's best friend is Starfire, and the two have been paired up just as Raven and Beastboy have throughout the series.
