concrete in very good in compression,but its capacity to withstand tension forces are comparatively very weak. steel is very good to withstand tensile forces,thats why we provide reinforcement in concrete.And the installation of reinforcement is such a way that it comes at those part of concrete where tension is maximum.

second point must be consider that both matterial thermal expansivity is same. other wise we could use other metal
