It is not a necessity to remove dewclaws on any breed of dog. Some working dogs, herders and hunters, will have had theirs removed to prevent it from catching on something and causing injury to the dog.
Dewclaws are removed sometimes, not always, for a cleaner look for a show dog. Also, dewclaws are of no use to the dog and can often get caught on things, and tear and injure the dog later in life, or that little nail on them can be used by the dog to injure itself accidentally. It causes literally no pain to the pups to have it done.

Some dogs are born with dew claws on their front and/or hind legs. If the fifth toe you're talking about sits a little higher up, it is a dew claw. Most dogs born with them have them removed by the breeder when they are puppies or their owners opt to have them removed during spay/neuter surgery.
