Not all rocks are jagged. However the evolution of the river is continuous and 'rocks' are being broken-off all the time by the water, erosion, weather etc. Of course as 'rocks' are moved along by the force of the water that can make them 'jagged'.
They may be smooth and others may be rough. Smoothness/roughness is not a defining characteristic for igneous rocks.

A lot of rocks have sat in water at one time or another, and flowing water erodes minerals, giving rocks a smooth, rounded shape over time.
By weathering which is the gradual wearing away of something. In this case rocks can be weathered by water (current in a large water source or heavy rains) and even wind and other things such as acid rain. Hope that clears things up!
Some feel smooth because it has been eroded away by the current of the water for a very, very long time. The more rough rocks have not been succumb to as much erosion, therefore it is not smooth yet.
