Well, it is actually made of leather on a wood frame. The wood frame provides the overall shape.
Mostly because leather is readily available wherever cattle are raised and horses are commonly use to work cattle.
However the internal frame of the saddle that provides its shape is wood and metals are used both to hold the saddle together and as decoration. In special parade saddles large amounts of silver (and sometimes some gold) almost completely cover the saddle.

The saddle has two chinches (chincha). Everything, stirrups, rope, and even the leather part of the saddle is attached to and covered by the main chinch. The main chinch goes over the leather part of the saddle and all other structural parts. Unlike American saddles, there is no wood or "tree" in the seat of the saddle... just really stiff leather. They made them in basically the same way they make them now. They form a saddle tree out of wood or another product. Then after having cut and tanned the leather they form it and the wool padding to the saddle and stitch the leather together.
