Without getting into a big debate about it, simply let it be put that you are a child…an older child, but a child nevertheless. Additionally, tattoos are an elected privilege to have, so you're in no way entitled to get one. But more so, the biggest deterrent to a person getting a tattoo so young is that you simply DO NOT know for sure that what you are into at 16 will be what you are into later on in life, or the piece that you impulsively got will be in a location that you may think later on that another piece would look far better in, and then you either have to pay a lot of money to get it removed or go over it with a darker tattoo that you may not want necessarily but it's what you need to get at that point. Kick the ideas around for another 2 years and create cool and cohesive pieces that will make the first tattoo that you get a highly memorable moment in your life for all the right reasons as opposed to looking down at a mistake that you made time and time again and kicking yourself for it. Aside from these points, almost all states within the United States don't cater to anyone under 17 years of age, and the better shops don't touch you or even allow you onto the premises until 18.

Tattoos are forever, you can't make those sorts of decisions until you are legally an adult. Before then it's your parents responsibility, and technically, if you do get one before then, and later on in life it becomes an issue, THEY not you will be responsible because they made the decision, or were in authority for making decisions for you.

It's a permanent thing. If you get a tattoo of your favourite band when your 16 more than likely you won't like that band when your in your 20's/30's.

Tattoos are permanent. Young kids don't think about things like long-term consequences, so they would be likely to get dumb tattoos that would embarrass them when they grew up.
