Nobody has a perfect memory. The only way to remember allof the things you see and hear is to take notes. Especially when interviewing, you want to be sure you quote the speaker correctly and not make a mistake that could get you sued!
The reporter can use the recorder to record the interviewee's words exactly so they can later quote from any point in the conversation. The notebook allows the reporter to write down small quotes or make other notes such as "the interviewee looked nervous when asked this question" The notebook can also contain the key questions for the interview.
