From a scriptural standpoint, there is no reason for a baptism to be private.

It CAN be, if the person wishing to be baptized is highly self-conscious or (in extreme cases) fearful of retribution, but in the New Testament record, baptism involved hundreds, and even thousands of people at a time (Acts 2:41).

A believers baptism is a sign of the believers identifying with Christ in that Christ was buried and rose again the believer is buried (in water) and rises again to a new life. What are regenerated baptized believers in Christ?

Jesus said to Nicodemus that for a person to enter the kingdom of God they must be born again/regenerated. (John 3:3). A christian/believer is a person who has experienced the regenerating work of God's spirit giving him/her a new life in Christ. The baptism mentioned in the Bible is a believers baptism, baptism of people who have been born again/ regenerated by God's spirit. So regenerated believers are people who have been born again / regenerated also called the body of Christ in the Bible.

What does liturgy of baptism mean?

God chose immersion in water because it is a very powerful way of showing us that our sins must be forgiven. Believers realise that they need saving from sin and require God's grace. They go under the water in baptism, and die to an old way of life. They come up out of the water to a new life. In baptism, believers identify with the death of Jesus Christ, who died for us. Baptism removes all sin (even the original sin committed by Adam and eve).
