Four reasons:

1) If you put chemicals on the balance pan, they will contaminate the pan.

2) A lot of balances have flat pans. If you don't put the product in something, it'll get into the mechanics of your balance and mess it up.

3) Some chemicals react violently with each other when mixed. If you measured a lot of different chemicals on your balance and some of them were to fall off the edge of the pan and mix in the mechanism, you could have an explosion.

4) It's just easier to work with powders if they're in something!
