I know of no reason why house wiring should be inspected regularly by electricians. If someone is suggesting that then it is just a marketing ploy to get more work to come their way. I have done inspections for people that are looking to buy a home but never have I come across anything like your question suggests.

In some countries, such as the UK and other countries in Europe, regular inspection of the electrical service wiring in a home is formally advised at least every 10 years.

In addition, for example in the UK, a full inspection by a licensed electrician, with production of a formal inspection certificate (Certificate of Electrical Safety) is mandatory:

a) every time a new branch circuit is to be installed at the property unless a valid certificate not more than 5 years old is already in existence, in which case only an electrical inspection and test certificate for the new circuit is required;

b) every year, along with one for Gas Safety, if the house is rented-out to tenants;

c) each time the house is sold to a new owner the statutory HIP (Home Information Pack) may optionally contain valid Certificates of Electrical Safety and Gas Safety along with the mandatory Land Certificate (or Certificate of Ownership) from the Land Registry. It is expected that the electrical and gas safety certificates will become mandatory under expected new European legislation in a few years' time.

Over the coming decades of this century all countries* which are members of the IEC (International Electrotechnical Commission) will be introducing this kind of electrical safety legislation along with more harmonization of wiring colors, etc.

The IEC cooperates closely with the International Organization for Standardization (ISO) and the International Telecommunication Union (ITU).

House wiring does not need to be inspected on a regular basis. The only time an inspection is required if there has been a change to the existing wiring. This does not include changing of fixtures and outlet devices. These fall under the category of home maintenance. Any changes to the distribution panel is classed as an electrical installation. This is when a permit has to be taken out by an electrical contractor and the local electrical inspector makes sure that the installation is up to the local electrical code.
