This is a tricky question that many of todays politicians fight to answer. There is a ruling majority but they have no power over minority races. An example in the U.S would be that the majority of American citizens are Caucasian.

The constitution is not permanent. Sections in the constitution can be altered by the super majorities in the legislature or by direct approval of the referendum by the electorate. In both sides, it is the majority side that rules.
One of the purposes of constitutional government is to protect the rights of minorities from the "tyranny of the majority." This is why we have civil rights and documents such as the Bill of Rights. The same principle protects religious minorities, ethnic minorities, linguistic minorities, racial minorities, etc. Indigenous peoples are protected analogously.

To meet the demands of the constant changes in the workplace unions should focus on bringing in minorities who have been subject to low wages which makes them more vulnerable. Focusing on issues of majorities of your employees is important such as family leave, daycare and things of that nature. They should also focus on glass ceiling, which keeps woman and minorities from executive level jobs. (Craver, 2006) One warning of change in the workplace could be many meetings that management or leadership may be having with executives of the company or others outside the company. At least this is what I have seen from experience.
