Well they can't because Pacifica means "Peaceful" and back then, Vasco Nunez de Balboa went of sailing to Asia from Spain and the Pacific Ocean was so peaceful that he named it Pacifica, and Pacifica mean "Peaceful. So people can't live on the Pacific Ocean (Pacifica).
