bullies should be suspended from the schools and strict rules should be there for bullies!

They should, in the best of all possible worlds. The problem is getting the bullies who should see it to actually seeit. If people have been identified as bullies and there is some way to have them watch a good video on the subject, then certainly they should. But people have to be open to getting help before it will take.

In my opinion school bullies should be suspended if they are caught doing it twice and be expelled if they are caught a 3rd time.

If you don't block the bullies then they will keep on bullying you so you should block them.
How can bullies change?
The way bullies can change is that maybe they should get more attention from their parents.Maybe they feel ignored and they feel that the only way to make life easier is to make other people feel bad like they do.
