That depends. Most computers are restricted so that a remote shutdown is only possible for authorised users. But, yes, most computers can be configured in a specific way to allow for being shutdown from another computer.

The purpose of a remote shutdown is for two reasons, a remote shutdown is to turn other peoples computers off from a distance. If you work with a team connecting remotely with a spreading virus, you can turn them all off at once.
