Kids aren't allowed to have their cellphones out at schools because they are considered a big distraction and will be able to be used as a cheating device for math tests because of the calculator build in every phone. It can also distract many other people around you and cause other people soooo distracticted that they wont be able to concintrate on the lesson or the assignment that is being given

Yes. Anyone of any age, who travels at all on their own, should always have a charged cellphone with them in case of emergency. Teenagers, while they definitely should have a phone, should also be limited money-wise in their use of it, unless they pay for their own bills, so they understand the value of money.
