because there are 2 totally different types of molecules, you have the polar and apolar molecules. the polar molecules will only dissolve in a polar solvent, the apolar moleculesin a apolar solvent.

this is the reason why oil doesn't mix with water. oil is apolar and water polar

Because water cannot dissolve everything.It cannot dissolve plastic.So it is known as a good solvent and not a universal solvent.
