Sort Of. No human can go out that far. The only thing that can reach Uranus is a probe. The only probe I know of to reach Uranus was Voyager 2.
You should be aware that the gas giants don't have a surface on which you can stand - on Earth, such a surface would be used as a reference. The coldest part of Uranus's atmosphere has a temperature of about 49 kelvin, but as you go further down into the planet, the temperature rises.
