If by "sometimes" you actually mean "sometimes" then you can expect about a 98% chance it's a bad brake master cylinder. Replace and then bleed the brakes.
If equipped with ABS there is a slight possibility you have a bad solenoid. Replace the master cylinder anyway.
If by "sometimes" you mean "just once, but now my pants are wet and smelly" you've probably got a brake pad that overheated or is very very very old and the lining separated from the backing plate. Look for one brake pad that is completely worn out and replace the pads on that axle. If it is a front pad, verify that the caliper floats properly and if it is a rear pad (this implies that you have 4-wheel disc) you should replace the rear calipers and check for any worn or binding parking brake cables. If there is no brake pad that appears to be much more worn than the others, replace the master cylinder.

You will find the ICM directly below the coils. Just remove the coils and you will be able to remove it. This is on a 1990 Buick Century V6 3300 engine. If you have a different engine I cannot confirm the location.
