Why is your 311A stamped 2 times in the same spot it all most looks like the 311 the left side look like 3111 and most of the other stamping looks like that?

The 311A was not designed to be stamped two times in the spot. if most of the other stamping looks the same it was probably an accident that happened during the manufacturing of a specific batch of guns.
